I think it happens when you do the same destination twice. If you are grinding them then you could do a few then hop to another server. This happens to me a lot too, but i find the routes I have the best luck with are in the Shores of Plenty. So if you can start your voyage in Sanctuary I'd recommend doing that.Sea of Thieves. Over the last couple days, I have encountered a strange bug with the lost shipment voyages. I will follow the clues, find the key, but when I make it to the end of the voyage I find a VERY large flock of seagulls (as opposed the the smallish size flock normally found by the end of the missions) and a floating manifest on the surface of the water with no boat beneath it.

First step: Earn level 25 in Merchants and purchase a Lost Shipment Voyage. Pop that bad boy on your captains table and pull up that anchor. The first clue will always be located at a very large group of seagulls. It’ll be near the starting destination along the route to the final destination.
